InCompass International’s staff and capability comprises mid-senior level Consultants experienced in delivering Technical Assistance, policy and solutions within the SSR domain, Senior Associates, including human rights and commercial lawyers, international relations and SSR specialists and former diplomats from Ministries of Foreign Affairs, Justice, Interior (Home Office) and Defence.

Bruce TODD, Managing Director (Criminal Justice Reform Consultant)

Bruce Todd is specialised in co-ordinating, identifying and implementing judicial reform, law-enforcement co-operation, security and oversight programmes alongside Donor Agencies, international actors such as Interpol, Europol, Eurojust, Ameripol, SECI Centre, relevant government Ministries and regional crisis-management centres. Mr. Todd lectures at Ministries, Defence Colleges, crisis-management centres, think-tanks and Universities on a range of SSR subjects focussed on post-conflict stabilisation, security (incl. border security) and best-practices for identifying concrete development sector programmes (incl. designing Public-Private Partnership (PPP) own strategies for governments wishing to encourage and facilitate foreign investment earlier on and as part of the stabilisation process). Mr. Todd has an academic background in business and finance, political science with economics and history from Oxford Brookes University and Middle-East politics and security from the University of Jerusalem. Mr. Todd has worked on the ground with NGOs, alongside Donor Agencies and beneficiary governments, in the Balkans and Asia; as Programme Manger for Regional Justice and Police programmes from European Commission HQ; and as Consultant on Justice and Home Affairs programmes. Mr. Todd is Founder and Director of InCompass International.

Jack COORY, Trainings, Seminars & Lecturing Representative (Spain)

Jack Coory is the InCompass International Representative in Spain for trainings, seminars and lecturing. Jack has worked for an NGO in Ghana on Developement sector issues, as well as at the American Chamber of Commerce (AmCham) in Belgium where he focused on improving foreign investment. He is also an Associate Director for Recruitment and Admissions at the IE European Business School in Madrid. Educated in Belgium, Jack earned his BA Honours Degree in International Relations from the University of Birmingham.

Inés Rubio ALCALÁ-GALIANO, Project Manager (Criminal Justice Reform)

Inés Rubio is InCompass Project Manager for Criminal Justice Reform projects, trainings, lectures and seminars. With experience in the International Criminal Court (ICC) in The Hague, Inés has previously worked in the International Justice Department of Avocats Sans Frontières in Brussels, the European Parliament and Calderón & García Moreno law firm in Bilbao, Spain. She holds a Masters Degree in Law (specialisation in Economics) from the Universidad de Deusto in Bilbao, with legal studies at the Universiteit Katholieke Leuven in Belgium. Inés is a registered lawyer at the Bar of Vizcaya, Spain.

John MARKEY, Senior Associate (Law-Enforcement Co-operation Programmes)

John Markey is responsible for sourcing and leading InCompass Law-Enforcement Co-operation Programmes. Based in Washington DC, John has extensive experience in homeland security and defence, with over 35 years of experience with US Treasury and Departments of State and Homeland Security. Dr. Markey is an internationally recognised expert in the areas of rule of law, trade and transport and economic stabilisation of failed or failing states. He has led complex co-ordination efforts alongside NATO, WCO, EU, INTERPOL, EUROPOL and EUROJUST in the context of trade facilitation, customs and border-management, information fusion, WMD and transnational crime.

Marion BIALEK, Senior Associate (Civilian Oversight Security Services Programmes)

Marion Bialek is a former Director General Foreign Liaison Canadian Security Intelligence Service (CSIS) with 28 years experience in managing international arrangements, security management and investigations. Mr. Bialek runs the InCompass Civilian/Parliamentary Oversight Progammes. He presently supports government, universities, and the private sector through the provision of assessments on public security, oversight and immigrant screening.

Joe PAONESSA, Senior Associate (Witness Protection Programmes)

Joseph Paonessa leads the tailored Witness Protection (WP) Programmes at InCompass. With nearly 30 years of service with US Department of Justice (USDoJ), US Marshals Service (USMS) as Chief, International Operations for the Federal Witness Security Programme, Joe delivered WP training programmes to foreign national police, law-enforcement, prosecutorial and judicial offices. Mr. Paonessa is as a judicial reform, witness-protection and Court security Consultant and has provided guidance and support to witness protection and court security initiatives in US, EU, Africa and Asia.

Holger FROMMERT, Senior Associate (Tailored ICT Solutions, Criminal Justice Reform)

Dr. Holger Frommert is a senior ICT consultant specialised in the security and justice reform sectors, providing InCompass clients with comprehensive ICT Solutions for their Criminal Justice systems, based on workflow studies. Mr. Frommert has over twenty years experience in the military, police, migration and border-guard (biometric control systems) services, customs, prosecution and judiciary (incl. penitentiary) in Latin-America, the Balkans, Eastern-Europe and Middle-East and has managed numerous Donor projects targeted at establishing and/or restructuring governmental administration.

Peter JONES, Senior Associate (Police Reform and Co-operation Programmes)

Peter Jones is a Senior police officer (Brigadier General) from the UK Police and leads InCompass´s Police Reform Programmes. Mr. Jones worked for three years at the EU Police Assistance Mission of EC to Albania (PAMECA) and was responsible for reforming the police administration, improving cost-effectiveness and drafting the ‘Law on Police.’ He has also assessed, developed, implemented and carried out Police and Judicial Reform Projects on behalf of UK Government and EC in Kosovo, Montenegro, Jamaica, Mexico, Uzbekistan and Sudan.

Jose BENBUNAN, Senior Associate (Border Control & Biometrics Solutions)

Mr. Benbunan is specialised in leading the identification and implementation of $ multi-million biometrics and border-control projects direct to governments, in relation to Homeland security and public administration reform projects for Ministries of Interior, Foreign Affairs and Defence. With his significant experience in delivering ‘turn-key’ projects direct to Ministries, Mr. Benbunan is currently working on InCompass International’s ‘Masterplan’ for Biometric Control. He has managed complex projects in countries such as the Philippines, Morocco, Chile, México, Argentina, Peru, Costa Rica and the Dominican Republic, Africa, Central Asia and Eastern Europe, in the framework of Bilateral Donor-funded programmes of the IDB, World Bank, EBRD and EC.
