Judicial Co-operation

InCompass International is active in the area of establishing improved judicial co-operation in criminal matters at both regional and international levels. We deliver ICT and technical assistance solutions to Ministries of justice and prosecution Services for improved operational effectiveness in managing cases, transmitting/exchanging information cross-border and exchanging witnesses.

A generic approach to implementing ICT case-management / case-flow solutions at an affordable cost for governments in both developing and developed countries. Secure on-line solutions are adopted where possible and where tight budgetary restrictions exist.
This service is tailor-made, depending on the clients existing infrastructure and operational requirements and involves two Phases:
Phase I: project identification (three months) by a team of three Judicial reform and ICT Experts, working alongside the governments own Experts and Heads of Ministry ICT department;
Phase II: Assistance to government in procuring Donor / partner funding and subsequent project implementation.
Results: A more efficient, professional, effective and transparent criminal justice system, that reduces case-backlogs, improves speed of communications, improves work-flow between services (police, prosecution, courts, prisons), gives greater access to justice and therefore improves human rights.

Our Witness-Protection (WP) Programme approach is a generic approach that covers all aspects of WP, including:
- Legislation;
- Adoption of International best-practices;
- Establishing a witness-protection Commission;
- Establishing short and longer-term WP programmes;
- Protection of witnesses/victims;
- Curriculu design;
- Oversight;
- Buildings, personnel and court security;
- Training for judges who handle WP cases, including use of video-conferencing equipment;
- Linking to social services for witness/victim support (i.e. returned trafficked women).
Our Witness-Protection programme is led by an internationally recognised Expert on WP and former US Marshall's Dept. Agent, with extensive experience in establishing best-practices and programmes for countries outside of US.
Our approach is a generic one, rather than a piecemeal approach and is aimed at full beneficiary involvement and passing-on an established and sustainable programme to the the client government.
