InCompass International is a specialised SSR-focussed consultancy, with registered offices in Malta and with representation in Brussels, Madrid, London, Washington DC and Montreal. InCompass currently has 16 members of staff including Senior Associates, as well as an extensive database and global network of over 2,600 SSR Consultants covering the following disciplines: Judges; Magistrates; Prosecutors; Lawyers; Police Officers; Customs and Immigration; Military; Intelligence; Security Sector Reform specialists; Interpreters and Translators, most of whom have extensive Good Governance and Rule of Law (RoL) programme experience on the ground, be that through international missions, government postings and/or as independent Consultants.
InCompass International was established to cover gaps in the often un-co-ordinated approach of Security Sector Reform efforts, with a primary focus on Criminal Justice Reform, as well as to provide specific services and generic solutions to both public and private bodies. To date, we are the only company operating in Europe dedicated exclusively to SSR reform programmes and to helping both governments and the private-sector in establishing early Public-Private Partnerships (PPPs) and commercial presence into developing countries and those emerging from conflict.
Clients
Our principal clients are international Donor Agencies such as USAID, Development Agencies of the European Union, such as UK DfID, Swedish SIDA, Trade and Investment Agencies, Canadian CIDA, Spain’s AECID, the European Commission (EC) HQ and Delegations, Agencies of the United Nations, as well as the following Ministries and Agencies active in the criminal justice system: Ministries of Justice (incl. prison services), Interior/Home Affairs, Foreign Affairs, Defence, also Border-Control, Immigration and Homeland Security. We also work with companies who can provide essential services in countries emerging from conflict, such as: telecommunications, water and sanitation, construction, renewable energies, banking and postal services, border-control equipment and security at both personal and critical infrastructure levels, among others.
Services
Our objectives are to offer close technical support to Governments, responding to the real needs of countries emerging from conflict, as well as developing economies. We focus on the implementation of concrete projects that fall within the SSR sector, including reform of the criminal justice system, law-enforcement co-operation, tailored and generic ICT and biometric master-plans for the justice sector and improved border-control, at both national and regional levels. We also focus on co-ordinating the earlier entry of international companies and renewable energies infrastructures, with the goal of improving an economy through clean and sustainable energy supplies early on in the stabilisation process and early development phase.
Private-Sector Services
InCompass International can establish concrete PPPs to facilitate market-entry for international companies into countries emerging from conflict. This is first done via assisting Governments in establishing their own practical global strategies for PPPs, to include, among other aspects: anti-corruption measures, judicial reforms, improved border-security regimes, favourable business-start up and fiscal regimes and security considerations for international companies who can provide essential services in post-conflict and emerging countries and who wish to gain early market-entry.
Interpretation/Translation Services
InCompass International has an extensive database of Interpreters and Translators available for trainings, workshops, seminars and conferences, covering almost any language, ready to travel and trained on specific SSR/Justice sectoral terminology, tailored always to the individual requirements of the event and to the needs of our clients and partners.
Training
InCompass International offers specialised training courses across the aforementioned sectors, as well as personal security awareness trainings (see Save Overseas Business Travel (SOBT)) for companies, executives and diplomats travelling to difficult environments and crossing problematic borders. These courses are given in co-operation with government Ministries and Agencies, international Donors, think-tanks, universities, Chambers of Commerce and private-sector partners.
