Criminal Justice Reforms
InCompass International co-ordinates and identifies, designs, implements and evaluates programmes and projects covering the full spectrum of the Criminal Justice System. We try and work only where there is a genuine political will to change and improve. Our approach is focussed on institution building, cross-border co-operation incriminal matters and the related Judicial Reforms including legislation. We deliver ICT and technical assistance solutions to Ministries of justice and prosecution services for improved operational effectiveness in managing cases, transmitting/exchanging information cross-border and exchanging witnesses.
Judicial and law-enforcement co-operation
InCompass International is active in establishing improved judicial co-operation in criminal matters and law-enforcement co-operation at both regional and international levels and we co-operate regularly with regional and international Agencies such as EuroJust, Europol, CEPOL, Interpol, SECI Centre, national judicial and law-enforcement Agencies and departments. In 2005, when at EC HQ, our Managing Director identified and designed the first EU programme establishing International Law-Enforcement Co-ordination Units (ILECUs) for the Western Balkan countries, a programme that was later implemented and extended in terms of operational means and geographical reach to include other Balkan and Eastern European countries. Our objectives are to offer close technical support primarily direct to Governments, responding to the real needs of our clients.We also co-operate with international donors by supporting and implementing their JHA policies and programmes. We focus on the implementation of concrete projects that fall within the SSR sector and focussing on reforms to the criminal justice system, law-enforcement co-operation, tailored and generic ICT and biometric master-plans and improved integrated border management (IBM), at both national and regional levels, as well as targeted parliamentary reforms focussing on establishing effective parliamentary committees. We also offer support to governments in establishing their own public private partnerships (PPP) strategies, with the aim of encouraging investment and boosting economic performance early on in the stabilisation and/or development process.
